The County Commissioners of Carroll County (“County”) is soliciting Proposals from experienced and qualified Providers who can provide a Re-Entry Medication Assisted Treatment Program for incarcerated individuals (“Services”). The County receives a portion of its Opioid Restitution Funds through Maryland’s Office of Overdose Response for local opioid remediation purposes. The funding supports treatment of Opioid Use Disorder (OUD) and any co-occurring substance use disorder or Mental Health (SUD/MH) conditions through evidence-based or evidence-informed programs or strategies, an approved use under Exhibit E in the National Settlement Agreement . The County is required to have a Targeted Abatement Plan, approved by Maryland’s Office of Overdose Response. The County’s plan prioritizes Medication Assisted Treatment services for incarcerated individuals.
