A1: If there are changes that need to be made to the equipment and pricing schedule after the proposal is submitted on January 10, the proposer may be able to negotiate with Thurston County to make the changes before contract execution on March 4, 2025. Contract amendments after that date to include new product offerings may be possible. Due to the short duration and time-sensitive nature of this program (estimated March through June 2025), we recommend proposals include plans to address potential supply chain issues that may delay program installations when describing their approach to selecting proposed equipment. Q2: Would you like contractors to provide pricing for the existing R410 refrigerant systems, but also the R32 or R454B refrigerant systems that will be slowly transitioning into the market in 2025? A2: In their price and equipment schedule, proposers should include any configurations of equipment they plan to install during the duration of the program between March and June 2025, which may include the existing R410 refrigerant systems as well as new A2L refrigerant systems. A3: The RFP does not state a specific number of installers that will be selected, because it will depend on the number and quality of proposals received. We expect that Energize Thurston will require more than the two installers that served the Energize Olympia program in 2024. Q4: Is this commercial and residential or just residential? A4: This program is focused on existing residential buildings. Homes must be owner-occupied to qualify for a subsidized installation, but rental units may receive a self-funded installation with building owner approval. Condos and manufactured homes are also eligible for the program.
