Could we participate and send the proposal and LOI or should the Asian company be the one presenting the proposal and the LOI? Could the team be based in different countries? See Section 2.1.1. 2. 1.9, 4.4 4, 17 Is it mandatory to submit a redacted version of the proposal, or is it only required if an offeror wishes to claim exemptions for specific information? A redacted copy is only required if the offeror is claiming that specific information in its proposal is exempt from the Mississippi Public Records Act as confidential commercial or financial information and/or trade secrets. If the offeror is not claiming any such exemption, only the single unredacted electronic copy is required. 3. 4.2, 4.5, 5.2 17-19 Please let us know if the Management, Technical, and Cost sections should be submitted as a single PDF with clear breaks or as separate files. The Management, Technical, and Cost sections should be combined into a single PDF electronic submission, organized into the Sections and Tabs described in Section 5.2, with clear internal breaks/labeling to distinguish each Tab. Per Section 4.5, the complete proposal package, including all attachments, must be submitted as one (1) electronic copy (not exceeding 5MB).
