Mail Order Incontinence and Urinary Supplies and Services RFP No. 2025HCA15 Amendment No. 08 Date Issued: 5/1/2026 To: RFP Bidders From: Jennifer Burnham, RFP Coordinator Purpose: Amend Section 1.3, Purpose and Objectives and respond to RFP complaints. This amendment hereby modifies and is attached to RFP No. 2025HCA15. All other terms, conditions, and specifications remain unchanged. The above referenced solicitation is amended as follows: 1. Section 1.3, Purpose and Objectives, is amended to read as follows (amended language highlighted in yellow): The Washington State Health Care Authority, hereafter called “HCA,” is initiating this Request for Proposals (RFP) to solicit Proposals from firms interested in participating in a procurement to contract for mail order incontinence and urinary supplies and services for eligible Apple Health Clients in the state of Washington, excluding clients enrolled in Apple Health Managed Care Organizations (MCO). The Contract will offer a wide variety of product lines and require the availability of various product options to meet the medical needs of Clients and shipped on a monthly basis to the Client’s place of residence. HCA intends to award one Contract. Final award and performance of the Contract will be contingent upon completed rulemaking. 2. See pages 3 to 8 below for complaints received and HCA’s responses to such complaints. Solicitation Amendment Page 1 of 8 Response to Complaint #1 1. Complaint 1: Due Process Concern - The RFP disenrolls currently credentialed providers. a. HCA Response: The complaint does not set forth a valid basis for a procurement complaint in accordance with POL-DES-170-00. As a result, this complaint is not substantiated. 2. Complaint 2: The RFP fails to provide adequate notice through Medicaid provider bulletins. a. HCA Response: The complaint does not set forth a valid basis for a procurement complaint in accordance with POL-DES-170-00. As a result, this complaint is not substantiated. 3. Complaint 3: The RFP creates continuity of care risk for Apple Health beneficiaries. a. HCA Response: The complaint does not set forth a valid basis for a procurement complaint in accordance with POL-DES-170-00. As a result, this complaint is not substantiated. Further, incumbent providers and any interested bidders would have an equal opportunity to compete for the award of a single source contract. Conclusion Based on this review, the complaint is denied. No further action is required.
