1.1 PURPOSE: The County of Riverside is issuing this Request for Information (RFI) to identify qualified debt collection agencies capable of providing collection services for delinquent fines, fees, penalties, and liens assessed by the Code Enforcement Department. This RFI is for informational purposes only and does not constitute a commitment to award a contract or purchase any goods or services. The purpose of this RFI is issued solely for planning, market research, and identify prospective vendors capable of providing Debt Collection Services for the Code Enforcement Department. This is not a solicitation for bids or proposals, and it does not commit the County to issue a Request for Proposals (RFP) or Request for Quote (RFQ) nor to award any contract. Responses will be used to inform the scope, structure, evaluation criteria, and procurement method of a future solicitation, if any. 1.2 BACKGROUND: The Code Enforcement Department is responsible for enforcing municipal codes and ordi
