KINGSVILLE INDEPENDENT SCHOOL DISTRICT REQUEST FOR QUALIFICATIONS (RFQ) ENERGY SERVICES, EFFICIENCY, AND CAPITAL IMPROVEMENT PROJECTS NOTICE OF REQUEST FOR QUALIFICATIONS Kingsville Independent School District (“District”) is soliciting Statements of Qualifications (“SOQs”) from qualified firms to provide energy-related services, infrastructure improvements, and energy optimization solutions across District facilities. SECTION A – OWNER SUPPLIED INFORMATION 1. Purpose of Solicitation The District seeks to identify qualified firms capable of providing comprehensive or partial solutions related to energy savings, infrastructure modernization, and operational efficiency. The District intends to solicit and evaluate a broad range of solution types. This includes, but is not limited to, traditional Energy Savings Performance Contracts pursuant to Texas Education Code §44.901, service-based or subscription-based energy solutions, equipment replacement or upgrade programs, design-build or turnkey energy improvement services, and standalone equipment or system solutions. Respondents are encouraged to present any solution that reasonably addresses energy efficiency, operational performance, or infrastructure improvement within District facilities. The District does not limit this solicitation to any single delivery model and intends to evaluate proposals based on overall value, feasibility, and alignment with District needs. The District’s goal Kingsville ISD: RFQ Solicitation – Energy Services 1 is to consider multiple approaches and determine which structure or combination of structures best serves its long-term operational and financial objectives. 2. Scope of Services Respondents may propose solutions addressing a wide range of systems and infrastructure within District facilities. This may include HVAC system upgrades, replacement, or optimization, including improvements designed to increase efficiency, reliability, and performance. Respondents may also propose interior and exterior lighting system upgrades, including conversion to energy-efficient lighting technologies and related controls.
