Request for Qualifications for Multi-Factor Feasibility Assessment of Using Community Workforce or Project Labor Agreements for City of Santa Cruz Capital Improvement Programs or Projects

Description

The Santa Cruz City Council has taken action to initiate an assessment of the feasibility and implications of adopting either a Community Workforce Agreement (CWA), which provides a broader, all-encompassing framework for the implementation of the City’s capital improvement projects in partnership with labor organizations, or a more project specific Project Labor Agreement (PLA) framework for implementing qualifying projects, typically triggered by total estimated project cost, in collaboration with contractors with collective bargaining agreements in place for their employees.  To support this planned review, the mayor appointed a Council Subcommittee to review the analyses that will be conducted by the selected consultant and staff and make recommendations on this topic to the full Council.  Subcommittee members include Mayor Keeley and Councilmembers Watkins and Newsome.  The City of Santa Cruz is requesting Statements of Qualifications to support the Council’s feasibility assessment from firms or individuals with experience working with local government agencies on policy level analyses of the potential use of labor agreements in implementing local government capital investment projects.
