REQUEST FOR QUALIFICATIONS: DEFERRED COMPENSATION PLAN The Township of Gloucester, Laurel Springs, New Jersey, is seeking qualifications from deferred compensation plan providers currently in good standing in the State of New Jersey to provide a deferred compensation plan (457 Plan) for the Township’s employees. Services will include, but not be limited to, providing the initial set up and ongoing administration of the plan as well as assisting the employees of the Township with plan setup. QUALIFICATIONS MUST INCLUDE: 1. Demonstrated experience representing New Jersey public agencies, including counties, municipalities and/or local or regional authorities; 2. A New Jersey Plan Identifier Number (assigned by the Director of the New jersey Division of Local Government Services), as well as a description of the investment instruments available to the employees under the Plan; 3. Name(s) and professional experience of ach financial advisory that would provide services to the Township 4. Fee Proposal, including setup fees and ongoing administrative fees; and 5. New Jersey State compliant proposed form of Plan Agreement or Service Agreement. Sealed submissions will be received at the offices of the Municipal Clerk, Township of Gloucester, located at 1261 Chews Landing Road, Laurel Springs, NJ 08021, up to but no later than 10:00 am on April 12, 2017. All qualifications must be submitted to the Township in a sealed envelope marked: DEFERRED COMPENSATION PLAN FOR TOWNSHIP OF GLOUCESTER All submission will be evaluated by the Township of Gloucester on the basis of the most advantageous service, with rate of return, fees and other factors considered. The evaluation will consider: (a) Experience and reputation in the field; (b) Knowledge of the subject matter to be under contract; (c) History and number of alternative investment options available; (d) Fee proposal; (e) Terms of proposed agreement and its compliance with New Jersey laws and regulations; and (f) Other factors deemed to be in the best interest of the Township.
