Anaconda-Deer Lodge County Request for Qualifications For External Radio Communications System Audit Responses Due: March 18, 2026 by 2:00 PM 1. Project Objective Anaconda-Deer Lodge County is seeking a qualified engineering or consulting firm to perform a technical audit and gap analysis of our external radio communication network. The goal is to ensure interoperability, coverage reliability, and regulatory compliance for our field operations. 2. Specialized Scope of Services The consultant will be required to perform a "deep dive" into the following:• RF Coverage Analysis: Independent verification of signal strength and dead zones across our primary operating area (using drive testing or predictive modeling). • Infrastructure Health: Inspection of base stations, repeaters, antenna systems, and tower sites for physical and functional integrity. • Frequency & FCC Compliance: Audit of current FCC licenses to ensure they match actual usage and protect against interference. • Interoperability: Assessment of the system's ability to communicate with partner agencies (e.g., mutual aid, local law enforcement, or municipal services). • Fleet Assessment: Evaluation of the age and condition of mobile (vehicle-mounted) and portable (handheld) units. 3. Proposal Content Responses should include:• The firm’s legal name, address, and telephone number • The principal(s) of the firm and their experience and qualifications • The experience and qualifications of the staff to be assigned to the project • A minimum of three (3) references • The proposed work plan and schedule for activities to be performed. • The proposed cost to complete the identified scope of services 4. Selection Process The selection of finalists will be based on an evaluation of written responses and in person interviews. The award will be given to the most qualified offeror, as determined by the Anaconda-Deer Lodge County Board of Commission during a public Commission Meeting. Unsuccessful offerors will be notified as soon as possible.Respondents will be evaluated on the following factors: • The qualifications of the professional personnel and consultants to be assigned to the project • Capability to meet project timeline and budget requirements • Location • Present and projected workloads • Related experience on similar projects • Overall quality of the proposal This solicitation is being offered in accordance with federal, state, and local statues governing procurement of professional services.
