O. BOX 1462 PAONIA, CO 81428 1-855-269-9900 Invitation Bone Mesa Domestic Water District (the “District”) is issuing this Request for Qualifications (RFQ 2026-01) to solicit Statements of Qualifications (SOQs) from experienced professional engineering firms to support District-wide capital planning and near-term project development. The District intends to select a qualified firm (or a pool of firms) to provide on-call engineering services that strengthen the District’s readiness for funding, improve delivery of priority infrastructure projects, and provide reliable technical support as projects move from planning into design and construction. The District is actively preparing an application for a State Revolving Fund (SRF) loan. The SRF process requires a Preliminary Needs Assessment (PNA) and associated technical documentation to demonstrate project need, define scope, develop planning-level cost estimates, evaluate alternatives, and establish project readiness. Responding firms should have direct experience preparing PNAs (and closely related SRF planning deliverables), coordinating with Colorado’s SRF administrators and reviewers, and supporting utilities through the full pre-award to post-award cycle—including revisions, clarifications, and schedule-driven submittals. In parallel, the District is pursuing grant support from the Water Supply Reserve Fund (WSRF) and the Colorado Water Plan Grant program. These funding programs typically carry their own reporting and documentation requirements beyond standard engineering deliverables. The District will require ad hoc engineering support to remain compliant and “audit-ready” throughout the life of each grant-funded task, including timely technical inputs for progress reporting, reimbursement requests, scope/budget tracking, and performance documentation tied to grant objectives.
