The Appraisal requirements vary significantly from project to project and are approximately 90% narrative-type and 10% form-type for the Real Estate Department. Narrative appraisals are necessary when appraising partial takings, whole takings where commercial buildings and industrial facilities are involved, and any property which is being purchased under the threat of eminent domain condemnation. The awarded Appraiser(s) must be State Certified General Appraisers, State Certified Residential Appraisers and/or State Certified MAI Appraisers.The City will utilize the Uniform Appraisals for residential properties and vacant lots. The City requires Appraisers to be State Certified General Appraisers and/or State Certified Residential Appraisers. The Uniform Residential Appraisal Report and/or the narrative report shall be used for these appraisals.The City may request from the Awardees, Appraiser litigation support services. The Appraiser may be called upon as an expert witness or be required to perform litigation support services on those parcels set forth by the City. The City reserves the right to cancel the award with the Appraisal Agency and/or Individual(s) if performance by the Appraisal Agency and/or Individual(s) fails to meet the needs of the City in a timely manner. At times, the City’s Real Estate Department reserves the right to negotiate the cost of an appraisal for a specific project.
