REQUEST FOR PROPOSALS TAYLOR INDEPENDENT SCHOOL DISTRICT RFP # 2026-27-01 – Student Mental Health & Counseling Services Date Posted: July 15, 2026 Due Date & Time: August 5,2026 at 11 AM (CST) INTRODUCTION The Taylor Independent School District ("Taylor ISD" or "District") is soliciting proposals from qualified organizations to provide comprehensive school-based mental health and counseling services for students enrolled in the District during the 2026–2027 school year. The District seeks an experienced provider capable of delivering high-quality, evidence-based mental health services that support the academic, behavioral, emotional, and social success of students. Services should be coordinated with campus administration and counseling staff while maintaining compliance with all applicable federal and state laws governing student confidentiality, privacy, and mental health services. The selected vendor will partner with Taylor ISD to provide accessible mental health services, crisis response support, family engagement, and referral coordination while promoting positive student outcomes across all campuses. Taylor ISD intends to award a contract to the proposer determined to provide the best value to the District based upon the evaluation criteria contained within this Request for Proposals. PROJECT SCOPE OF SERVICES Taylor Independent School District ("District") is seeking proposals from qualified organizations to provide comprehensive school-based mental health and counseling services for students during the 2026–2027 school year. The selected vendor shall provide licensed mental health professionals to deliver services that support the emotional, behavioral, and social well-being of students while collaborating with District administrators, counselors, teachers, and other appropriate personnel. Taylor ISD intends to award a single contract but reserves the right to award multiple contracts if determined to be in the best interest of the District. Services shall include, at a minimum: 1. Student Counseling Services ○ Individual counseling ○ Group counseling ○ Crisis intervention and risk assessments ○ Short-term and long-term therapeutic services 2.
