Request for Proposals (RFP) for Final Design Engineering Services

Description

The Washington County Public Works Department is issuing this request for proposals (RFP) to provide final design engineering services for the County State Aid Highway (CSAH) 13 (Ideal Avenue) Improvement Project. A preliminary design phase for this project kicked off in 2025 and is currently nearing completion.  Through this phase, multiple alternatives were evaluated, a preferred design was identified, and a preferred layout is being created. More information can be found on the project website: https://washingtoncountymn.gov/IdealAve In addition, topographic survey has been collected, wetlands have been delineated, utility data has been collected to Quality Level D, and a preliminary hydraulics analysis has been completed. TKDA is currently under contract to complete the preliminary design phase, which is expected to wrap up by January 2027.  This will include providing a 30% project layout with an associated cost estimate.  These materials will be shared with the selected Consultant for final design services. There is no federal funding on this project. This project will be a cooperative project between Washington County, the City of Lake Elmo, and the City of Oakdale, with Washington County serving as the lead agency. All work performed under the anticipated contract must be carried out in accordance with the procedures, requirements, and regulations of Minnesota Department of Transportation (MnDOT) State Aid, Washington County, and the Cities.
