The Santa Barbara County Association of Governments (SBCAG) is seeking proposals from qualified firms to provide specialized revenue monitoring services related to sales, transactions, and use tax revenues generated within the Measure “A” program area. The selected firm will be responsible for conducting in-depth analyses, identifying and recovering unreported or misallocated tax revenues, and providing ongoing reporting and support to SBCAG staff.SBCAG is contemplating a five-year contract for revenue monitoring services, to include five years (FY 25-26 through FY 30-31).Project ObjectivesThe objective of this project is to safeguard and maximize SBCAG’s Measure A sales tax revenues through comprehensive monitoring, allocation error detection, recovery of lost revenues, and the provision of accurate and timely data to support financial forecasting and planning. This includes building and maintaining a business-level tax data database, preparing detailed quarterly reports, and providing staff support related to economic development and revenue projections.Project Location and ConditionsThe scope of this project encompasses all jurisdictions within Santa Barbara County that fall under the Measure A sales tax program boundaries. Work performed under this contract will involve regular interaction with the California Department of Tax and Fee Administration (CDTFA), local business entities, and SBCAG staff. The selected firm must possess in-depth knowledge of CDTFA tax systems and allocation procedures.
