"Download Compete Packet" Notice to Proposers RFP# 23-001 REQUEST FOR PROPOSALS DESOTO COUNTY BROADBAND CONNECTIVITY PROGRAM FOR DESOTO COUNTY, MS The DeSoto County Board of Supervisors (the County) will be accepting Proposals for an Internet Service Provider (ISP) to provide broadband wireline service for the DeSoto County Broadband Connectivity Program in the unserved or underserved areas of DeSoto County, through a federal and/or state funded grant program, until 10:00 a.m. Central Standard Time on the 19thday of December 2022. Specifications are on file in the Office of Procurement, DeSoto County Administration Building, 365 Losher Street, Suite 340, Hernando, Mississippi, during normal business hours. Information concerning this request for proposals (“RFP”) can also be found on the Procurement Page @desotocountyms.gov at no cost or from Central Bidding at www.centralbidding.com for a fee. All proposals must comply with the specifications provided. DeSoto County reserves the right to amend the specifications, as necessary, and agrees to notify all having requested RFP packets from the DeSoto County Office of Procurement. The County will evaluate submissions from qualified respondent(s) and make its selection based on information that appears to best serve the interests of DeSoto County. Upon completing the selection process, contract negotiations will proceed with one or more respondents based upon a competitive ranking process, that may include, but not be limited to, the responsiveness to the RFP; the estimated overall costs; overall satisfaction of the functional specifications and requirements set forth in the RFP; experience of the proposer (personnel qualifications and experience, past performance and quality of service); demonstrated ability to provide services; financial stability and capabilities as outlined in the proposers statement of qualifications. After selection of the most qualified proposal or proposals, the County may negotiate and enter agreements with one or more of the persons or firms submitting proposals and such agreement may not necessarily be limited to the terms of the proposals submitted. DeSoto County will hold a Pre-Submission Conference at 2:00 p.m. Central Standard Time on November 29, 2022 in DeSoto County Administration Building, 3RD Floor Board Room 365 Losher Street, Hernando, Mississippi 38632. Attendance at the Pre-Submission Conference is highly encouraged for all interested in submitting Proposals.
