Request for Proposals: City of Anaheim Fair Housing Program

Description

The City of Anaheim is soliciting proposals from qualified organizations for the development, implementation, and administration of a Fair Housing Program beginning January 1, 2026. The program shall include education, outreach, testing, and referral services related to both federal and state fair housing and tenant protection laws. While federal requirements form the foundation of fair housing enforcement, it is equally vital at the local level to provide education on state tenant protection laws, such as those addressing rent stabilization, just-cause eviction, tenant discrimination or harassment, etc. Current state laws are not explicitly required under federal regulations, but their enforcement and public awareness are critical to ensuring Anaheim residents are fully informed of their rights and protections under the law. The City anticipates awarding up to $45,000 for the remainder of the 2025-2026 fiscal year (January 1, 2026, to June 30, 2026) and up to $90,000 for each fiscal year (July 1 to June 30) award after, contingent upon HUD allocation and City Council approval. The initial term of the contract is anticipated to be for 18 months with the possibility of three (3), one-year extensions. The program will be funded through Community Development Block Grant (CDBG) funds and is required to be operated in compliance with all pertinent federal regulations, including but not limited to 24 CFR Part 570 and OMB Circular A-122 and A-133.
