Only written responses from the owner are acceptable for the vendor/contractor. All questions are due on or before Friday, March 20, 2026. All bidders must carefully familiarize themselves with the following Bid specifications and any other contract documents related to the work. Bidders choosing to submit a bid must fill out the Bid form attached hereto. Persons choosing not to bid must fill out the No Bid Response Form in order to be certain of staying on Stonington’s solicitation list. Project Scope SPS is seeking the following options for proposals: Respondents may offer to provide one, two, or all three options. 1. Option 1 is for SPS owned (self-provisioned) fiber to the designated locations and includes all eligible special construction charges. Maintenance and operations monthly fees should be priced separately from the special construction charges for the self-provisioned fiber. 2. Option 2 is for the provision of a fully managed, leased lit fiber transport service from the hub to the specified eligible applicant sites. One-time special construction can be priced separately from the vendor's proposed monthly recurring cost for the fully managed leased lit service. 3. Option 3 is for a leased dark fiber solution that includes special construction, the monthly lease fee, maintenance, and operations. One-time special construction costs should be priced separately from the monthly lease fee. Maintenance and operations fees can be included in the monthly lease fee. Note that if the district chooses the self-provisioned option, it may also award a one-year lease agreement to provide services during construction.
