REQUEST FOR PROPOSAL FOR AUDIT SERVICE Certified Public Accountants are invited to submit a proposal to perform the annual audit for the fiscal year ending May 31, 2026, for the GLEN CARBON FIRE PROTECTION DISTRICT (the District). The District is requesting an audit of its basic financial statements to obtain reasonable assurance the financial statements as a whole are free from material misstatement, whether due to fraud or error, and to issue an auditor’s report that includes the auditor’s opinion about whether the financial statements are fairly represented in all material aspects. The audit shall be in conformity with US generally accepted accounting principles (GAAP) and (GAAS). The Audit Report must be delivered within six (6) months of the close of the fiscal year, or November 30, 2026. The GLEN CARBON FIRE PROTECTION DISTRICT is a local government and body politic organized under the Illinois Fire Protection District Act and governed by a five (5) member Board of Trustees, appointed by the Madison County Board. Its funding is primarily based on ad velorem tax revenue and billing revenue, with some financial assistance from federal, state and local grants. Annual cash receipts and disbursements are approximately $3.8 million. Evaluation and selection will be based on qualifications, ability to perform the work within the time required and cost effectiveness for the District. Prior experience with the auditing of Illinois Fire Protection Districts will be considered.
