Request for Proposal, Community Development Fee Study

Description

The County of Sacramento (“County”) is soliciting proposals from consultants with experience and expertise in cost-of-service analysis and comprehensive fee study analysis for Planning, Building Permit, Engineering and Code Enforcement services. The Study should provide an independent evaluation of the current cost of services, appropriateness of current fees, fees to update, and benchmarking to comparable agencies. A particular area of focus should be an evaluation of the Department’s policies and procedure regarding fee calculation methodologies. The consultant should draw conclusions as to whether the County’s fees are able to support current operational needs and if any fees need to be updated.
