The proposed project involves preliminary and final engineering to bring Rte. 230 (Water St/Bayside Rd) up to built status between Main St (Rte. 1/3) and Beechland Rd. Based on the findings from engineering, construction may be done in multiple phases. The intention of this Municipal Partnership Initiative (MPI) application is to fund the full engineering and partial, up to full, construction based on the outcome of the engineering and design work. The MPI will not include the large culvert (WIN 028364.00) MaineDOT has in the workplan but will be coordinated with the project. It is also initially intended for construction efforts to only take place between Washington St and Beechland Rd. This section of road is currently an unbuilt HCP 3 with an AADT between 7404 and 10045 over the 1.79-mile length from Main St (Rte. 1/3) to Beechland Rd. This section of road serves as a year-round parallel transportation route between Ellsworth and Mount Desert Island yet also sees a dramatic increase in traffic during the peak summer tourism season. This route also sees commercial traffic due to the location of the City’s Wastewater treatment plant, Maine Shellfish and RF Jordan Construction, among others, on this corridor.Proposals are to be submitted through the Procurement Portal at https://procurement.opengov.com/portal/ellsworthmaine, no later than 10:00 am, on August 20th, 2026.
