ADVERTISEMENT FOR BIDS Project Title: Saluda County Library Renovations Owner: Saluda County Project No. 4-CE-24-009 Separate sealed bids for Saluda County for the Library Renovations will be received at the office of Saluda County on September 2, 2026 by 2:00 pm then at said office to be publicly opened and read aloud. A non-mandatory pre-bid will occur on August 18, 2026 at 2:00 pm meeting at 307 W. Butler Ave, Saluda, SC. The scope of work includes: The Information for Bidders, Bid Form, Contract Plans, Specifications, Bid Bond, Performance and Payment Bond, and other contract documents may be examined at the following: Drawings may be obtained from www.moseleydesigns.com, at the top of the page select the “Bidding” link. Each bidder must deposit security in the amount and form specified in the Information for Bidders. Other qualifications or bid requirements include: This project is being funded in whole or in part by the Community Development Block Grant Program (CDBG). All federal CDBG requirements will apply to the contract. All contractors are required to be registered in the federal System for Award Management (SAM). Bidders on this work will be required to comply with the President’s Executive Order No. 11246 & Order No. 11375 which prohibits discrimination in employment regarding race, creed, color, sex, or national origin. Bidders must comply with Title VI if the Civil Rights Act of 1964, the Davis-Bacon Act, the Anti-Kickback Act, the Contract Work Hours and Safety Standards Act, and 40 CFR 33.240, and Build America, Buy America Act (BAP), imposed by the Build America, Buy America Act (BABA), enacted under Division G, Title IX of the Infrastructure Investment and Jobs Act (IIJA, Pub. L. No. 117-58) signed into law on November 15, 2021. Bidders must also make positive efforts to use small and minority-owned business and to offer employment, training and contracting opportunities in accordance with Section 3 of the Housing and Urban Development Act of 1968. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the contract. The owner reserves the right to waive any irregularities, or to reject any or all bids.
