RFP No. 264651 REQUEST FOR PROPOSALS (RFP) For the Sale or Lease of Advertising Space Grimes County Expo and Fairgrounds Issue Date: 01/15/2026 Introduction Grimes County (“County”) is seeking requests for proposals from qualified individuals, businesses, or organizations for the sale or lease of advertising space at the Grimes County Expo and Fairgrounds, located at 5220 FM 3455, Navasota, Texas 77868, and on the Fairgrounds’ associated digital platforms. This RFP is issued in accordance with the Grimes County Expo and Fairgrounds Advertising Policy and Texas Local Government Code Subchapter F, Sec. 263.251. All advertising must comply with the Policy’s viewpoint-neutral standards, including restrictions on Permitted Advertising and Excluded Advertising. The Grimes County Commissioners’ Court reserves the right to reject any -- proposals at its sole discretion. Description of Available Advertising Space a) Buildings and Structures Advertising placements on or inside County-owned buildings or structures at 5220 FM 3455 Navasota, Texas 77868. Structures commonly known as: • Show Barns • North Gate • South Gate • Rodeo Arena b) Personal Property Advertising placements on County-owned personal property located at the Fairgrounds. c) Official Website & Digital Platforms Advertising placements on the official Grimes County Expo and Fairgrounds website or affiliated digital platforms. Permitted and Excluded Advertising Permitted Advertising includes Commercial Advertising and Public Service Advertising. Excluded Advertising includes content that is false, misleading, defamatory, obscene, violent, discriminatory, promoting alcohol or tobacco, religious, political, infringing on intellectual property, or implying unauthorized endorsement. Proposal Submission Requirements Proposals must include: - Applicant information - Type of advertising - Description and mock-up - Requested location(s) - Terms and price proposal - Optional background and references Submission Deadline & Delivery Instructions Proposals must be received no later than: Date: Wednesday, February 25, 2026 Time: 2:00 p.m.
