Bluff Dale Independent School District Request for Bids for Wastewater Treatment Plant / Contact Information: Bluff Dale ISD (the “District” or “BDISD”) 430 FM 2481 Bluff Dale, TX 76433 Phone: (254) 728-3277 Email: wells.jason@bdisd.net Solicitation: Request for Bids (RFB) #1030-2025 The District is seeking the manufacturing and supply of the Wastewater Treatment Plant (“WWTP”) components only. Nothing herein is seeking installation/construction of the WWTP. This solicitation document is a request for competitive bids pursuant to Texas Education Code Section 44.031. The District shall award the competitively bid contract at the bid amount to the bidder offering the best value for the district. In determining the best value for the district, the district is not restricted to considering price alone but may consider any other factors stated in the selection criteria. Introduction and Background: Bluff Dale Independent School District (herein as “Bluff Dale ISD” “BDISD” or the “District”) is seeking a qualified manufacturer/supplier of Wastewater Treatment Plants . The District has received its permit from the Texas Commission on Environmental Quality (“TCEQ”) to replace its existing septic system with a Wastewater Treatment Plant (“WWTP” or the “Project”). The District is authorized to treat and discharge wastes from this WWTP exactly in accordance with the TCEQ permit. The Project will be approximately located at and around the Bluff Dale Independent School District which has a physical address of 430 FM 2481 Bluff Dale, TX 76433 RFB Issue Date: 9:00 a.m., Thursday, October 30, 2025, Local Time Deadline to Submit Questions to Wasteline Engineering, Inc. (through CivcastUSA): 3:00 p.m., Friday, November 7, 2025, Local Time Bid Deadline: All bids shall be received exactly as described herein by: 11:00 a.m., Friday, November 14, 2025, Local Time. Unsealing and Review of Bids: The unsealing and evaluation of bids shall take place immediately following the Bid Deadline.
