The Intent of this Invitation for Bid (IFB) is for the County of Loudoun, Virginia (the “County”) to obtain the services of a qualified General Contractor to perform interior renovations at two (2) existing County-owned facilities located at 16450 and 16451 Meadowview Court, Virginia 20175 (collectively, the “Project”). Both facilities are located on County Parcel Identification Number 191-16-9866-000. At 16450 Meadowview Court, the Project includes renovating approximately 4,300 square feet within a building of roughly 5,790 total square feet to convert the Department of Family Services’ (DFS) former Hypothermia Center into dedicated office and support areas for the Department of Mental Health, Substance Abuse, and Developmental Services (MHSADS) Co-Responders and Emergency Services Program. Work generally includes selective demolition, reconfiguration of existing program spaces, installation of a new training room, and modifications to existing mechanical, electrical, and plumbing (MEP) systems. At 16451 Meadowview Court, the Project includes renovating approximately 5,460 square feet within a building of roughly 7,668 total square feet to convert the former youth shelter - presently occupied by the MHSADS Psychosocial Rehabilitation (PSR) Program – into dedicated therapy and assessment offices for MHSADS’ Crisis Intervention Team Assessment Center. Work generally includes demolition of existing showers, creation of secure waiting and reception areas, securing exterior access points, and modifications to existing MEP systems. Throughout construction, the Contractor is responsible for maintaining a safe and secure environment for neighboring County programs and facilities, including the Crisis Receiving and Stabilization Center at 16480 Meadowview Court, the Adult Day Care Center at 16501 Meadowview Court, and the Loudoun Homeless Shelter at 19520 Meadowview Court. Given the site’s location within an active commercial area, the Contractor must comply with all applicable local and state ordinances governing work hours, noise, traffic, and site operations. Close coordination with County representatives will be required to minimize disruption to ongoing operations. Pre-Bid Conference: An optional Pre-Bid Conference will be held virtually on August 18, 2026, at 11:00 a.m. to provide clarification on the Project requirements and expectations outlined in this solicitation.
