NOTICE OF SOLICITATION OF BIDS The CITY OF OAKLAND, acting by and through its BOARD OF PORT COMMISSIONERS, will receive Bids per the provisions of Document 00200, Instructions to Bidders, Paragraph 18, Bid Submission, until 12:00 noon on Tuesday, December 1, 2026, for the following Project: REMOVAL OF RUBBER DEPOSITS AND PAINTED GROUND MARKINGS FROM AIRPORT PAVEMENTS FOR THE PERIOD COMMENCING JANUARY 1, 2027 AND ENDING DECEMBER 31, 2027, 2028 OR 2029 Refer to Document 00200 for required documents and items to be included in the Bid. The work of this annual contract consists generally of removing approximately 850,000 square feet per year of rubber deposits and approximately 10,000 square feet per year of painted ground markings from airport pavements using high-pressure water for the period indicated. It is estimated that during a one-year period of this Contract the cost of Work to be performed will be approximately One Hundred Fifty Thousand Dollars ($150,000.00). A California Class A or Class C-61/D-38 contractor's license is required prior to award of this Contract. Joint ventures must secure a joint venture license prior to award of this Contract. No contractor or subcontractor may be listed on a bid proposal or awarded any contract for the project unless registered with the Department of Industrial Relations (DIR) pursuant to Labor Code section 1725.5, with limited exceptions from this requirement for bid purposes only under Labor Code section 1771.1(a). This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. Effective January 1, 2024, amendments to California Air Resources Board (CARB) In-Use OffRoad Diesel-Fueled Fleets Regulation require the Port to obtain valid Certificates of Reported Compliance (CRC) from all contractors and listed subcontractors before awarding the Project. Bidders must submit the required CRCs as provided in Document 00200, Instructions to Bidders. The Port will conduct a pre-bid meeting at 10:00 A.M. on November 12, 2026.
