Refuse and Recycling Collection Fleet Route Management Optimization

Description

The City of Tucson, Environmental & General Services Department (EGSD) is soliciting proposals for Refuse and Recycling Collection Fleet and Route Management Optimization software, equipment, and services.  The equipment will be used for a comprehensive, integrated, enterprise-level technology solution with GPS vehicle locating system, on-board mobile devices, configuration/implementation/conversion services and product training/support.  EGSD provides refuse and recycling collection to approximately 140,000 residential customers, (an average of 43 routes, 5 x week) and 3,100 commercial customers (approximately 13 routes a day, 5 x week). In addition, EGSD provides alley collection to approximately 33,000 customers.  Every three households within alley service share a 300 gallon bin. Some residents within the alley service may also elect to have their own residential collection bin which is collected on the street rather than in the alley.  For purposes of this RFP, the City estimates the fleet at 100 refuse vehicles. EGSD also delivers roll-offs and frontload containers on an as needed basis. EGSD staff must have the ability to assign areas for delivery as needed.  This information may change hourly requiring flexibility of software. EGSD currently utilizes Asset Works, Arc View, and Hexagon EAM, Paradigm Scale System, and is looking for routing software that can interface with these systems.
