***REBID****Implementation of Operations Support System and Business Support System (OSS/BSS) for the FTTP Project: Phase 2

Description

The City of Palo Alto (City) is requesting Proposals from qualified firms to provide development, implementation, support, and maintenance of a comprehensive Operational Support Systems and Business Support Systems (OSS/BSS) for billing, operational support, and to provide a flow-through provisioning system. The Proposed Solution must integrate the City of Palo Alto’s existing systems, SAP and 3GIS. The required services and performance conditions are described in the Scope of Work/Services section.The City has begun implementation of its Fiber Broadband Expansion Plan, which expands upon its existing dark fiber backbone and provides for construction of a Fiber-to-the-Premises (FTTP) network that will pass commercial and residential premises. The City is seeking a turnkey go-live ready system including all required software, installation materials, and professional services to implement the Operating and Billing systems described in this RFP. The initial service offering will be broadband internet only, however, the City may consider offering other services at a future date (IPTV, home security, wireless, etc.) The OSS/BSS should be able to accommodate the existing dark fiber service, planned broadband internet service, and the addition of other services.The period of performance of any contract resulting from this RFP will be a five (5) year initial term with up to three (3) one-year extension options. The selected Contractor(s) shall be responsible for the provision, maintenance and support of hardware and software for the Operational Support Systems and Business Support Systems (OSS/BSS).
