CENTRE AREA TRANSPORTATION AUTHORITY Real Estate Services Addendum # 1 Wednesday, August 26, 2026 In response to questions posed by registered bidders: 1. Where in Section D should the fixed rate quote be provided? We see the table for hourly rates but where should the total be entered? CATA is seeking an hourly equivalent rate for a time and materials contract. In section D, page 11, you may submit another pay structure as a recommended deviation. 2. Would CATA accept commission-based compensation for the services described in the RFP, with corresponding changes to Section D allowed? Or are offerors limited to hourly or fixed price compensation. You are allowed to submit an alternative compensation structure. In section D, page 11, you may submit another pay structure as a recommended deviation. 3. Would you utilize the power of eminent domain through this process once properties are identified? No. 4. Can you define closing agent? Would this need to be an escrow agent? A buying agent, who works on CATA’s behalf through closing. The closing agent is not required to be an escrow agent. 5. For the cost proposal, and based on the additional information provided in the Milestone Checklist for the Acquisition of Real Property, would fees for surveying, Phase I and II environmental assessments, settlement services, title reports, appraisals, and title insurance need to be included? CATA is seeking your hourly rates to act as a consultant. Items outside of that function would be addressed as necessary. The fees for surveying and assessments would fall under the proposed fee structure. In the event that a service need would arise, that is outside of the quoted fee schedule, the awarded firm would not be eligible to participate.
