Raffle License Raffle licenses are issued only to bona fide non-profit religious, business, charitable, labor, fraternal, educational, and veterans’ groups which have been in active existence continuously in the state for a period of five consecutive years immediately before making application for a license, and which had during that entire five-year period a bona fide membership engaged in carrying out their objectives.
