Raceway & Buena Creek Pump Station Improvements Study & Owner's Advisor Services (CIPs 8320/8324)

Description

The City of Vista (City) and on behalf of the Buena Sanitation District (District), is soliciting proposals from qualified professional engineering consulting firms (Consultant) to provide professional engineering services for the Raceway and Buena Creek Pump Station Improvements Study & Owner’s Advisor Services Project (CIP 8320/8324) (Project).This RFP includes a description of the proposal requirements, criteria for selection, and the scope of services to be provided by the Consultant.The Project is located at the Raceway Pump Station and Buena Creek Pump Station in the City of Vista. The Raceway Pump Station is owned by the City, and the Buena Creek Pump Station is owned by the District and managed by the City. Both pump stations are operated and maintained by Encina Wastewater Authority (EWA). Each pump station conveys wastewater for treatment at the Encina Water Pollution Control Facility in Carlsbad. Project vicinity maps are provided in Attachment B.The Raceway and Buena Creek Pump Stations are experiencing high levels of Fats, Oils, and Grease (FOG), scum build up in the wet wells, and rags including other solids clogging pumps (ragging) which is creating operation and maintenance issues. The Project comprises a comprehensive FOG, scum, and ragging abatement study provided by Consultant to mitigate the accumulation of FOG, scum, and ragging at both pump stations. In addition, the Project contains optional tasks for the Consultant to provide owner’s advisor and construction management services for a progressive design-build project delivery.
