Description

Sangamon County Brownfield Assessment Coalition Grant RFQP Questions and Answers – Late Questions Issued: August 19, 2026 Note: The formal Question and Answer period closed on August 17, 2026. The SSCRPC is providing the following clarifications for consistency and transparency. No changes have been made to the RFQPs. At this time, the SSCRPC will not accept additional questions. Respondents should rely on the RFQPs, the EPA-approved Work Plan, and the Question and Answers and Question and Answers – Late Questions documents. • Section IV.A.1 requires the Respondent to have at least one full-time Illinois-licensed PG, Illinois-licensed PE, and ASTM E1527-21 Environmental Professional. May these pass/fail thresholds be satisfied by personnel employed full-time by a named, committed subconsultant or joint-venture member? If yes, what documentation is required, and does naming that firm constitute SSCRPC’s “prior written consent” under Section V.J? Threshold licensure requirements may be met by personnel employed full-time by a named, committed subconsultant or joint-venture partner. Respondents must identify the firm and the individual(s), including licensure and role, and state that the subconsultant is committed to the project. This documentation is sufficient at the proposal stage. However, listing a subconsultant in the proposal does not constitute the SSCRPC’s prior written consent under Section V.J; formal approval of subconsultants will occur during contract finalization. • The issued Q&A states that all RFQP figures are estimates for planning purposes, while Section I.E calls $1,201,300 the “maximum QEP contract anticipated.” For proposalcompliance purposes, is $1,201,300 a firm not-to-exceed ceiling such that a preliminary budget above it would be nonresponsive, or is it a planning estimate subject to negotiation and task authorization? The $1,201,300 identified in Section I.E is a firm not-to-exceed ceiling for the QEP contract. This is the maximum funding available under the Coalition’s EPA Cooperative Agreement, and no additional funds are available beyond this amount. Within this cap, Respondents may adjust or reallocate task-level estimates based on their professional judgment, provided the total proposed cost does not exceed $1,201,300, and the proposal remains aligned with the EPA-approved Work Plan. The final contract amount will be negotiated with the selected Respondent but cannot exceed the established maximum.
