QUESITONS/ANSWERS RECEIVED DURING THE RFP FOR Troup County Recreation Endowment Fund August 10, 2026 • Why is the relationship being put out to bid? It had been a while since we bid out these services, and our group just felt it was a good business practice to consider our options from time to time. • What do you like and dislike about the current service model? We do not have any significant complaints about the current service model. • Is the 5% distribution expected to continue indefinitely? The fund was set up to help endow the cost of maintaining many of our recreation facilities, so we see that continuing moving forward. • Are there any anticipated capital projects that could affect liquidity needs? Not to our knowledge. The fund is set up to distribute 5% each year, so specific capital projects do not really impact that amount. 1. Can you please provide the background for the timing of this RFP? Was this triggered by your bylaws or was there a recent event or strategic change that 2. prompted the process? There was not a specific event that causes us to put this out to bid. We feel that it is a good business practice to do this from time to time. 3. 4. 5. 6. Is TCREF inviting the existing investment manager to rebid? If so, please share current pricing on the account. Yes, they will be invited to bid. But all proposals will be considered equally. We are not sharing pricing at this time. Each firm should send in what they believe is appropriate. 7. 8. 9. 10. Is there an active strategic plan for the Fund or for Troup County Recreation that we should be aware of? There is an investment policy statement, which we are willing to share. It is posted on our website at https://troupcountyga.gov/Purchasing/Bids under the RFP posting dated July 16, 2026. 11. 12. 13. 14. Is cash management in-scope for this RFP? We often provide cash-flowmanagement and short-term investment guidance for our clients at a lower fee. We usually take one or two distributions each year, which is based on a total distribution of 5% of the assets. 15. 16. 17. 18. Do you have a current reserve study for the assets of the County for which the fund is endowed? The assets are based on the growth of the investments since the time it was established, minus a 5% distribution each year. 19. 20. 21. 22. Is a specific contract term anticipated? We have not done this historically.
