The Housing Authority of Washington County (HAWC) mission is to expand the supply of affordable housing to break the cycle of poverty while improving the quality of life for the entire community. HAWC is governed by a seven-member Board of Directors and is a public agency supported by taxpayers.HAWC is the legal entity that owns properties, and the Department of Housing Services (DHS) is the County agency that operates the programs, works with developers and provides services to meet the housing needs of low-income people in Washington County. The HAWC owns a large and diverse portfolio of multifamily properties located throughout Washington County. A complete list of the portfolio is available on the Internet at the following address:  http://www.co.washington.or.us/deptmts/hse_serv/aff_hous.htmThis portion of the affordable housing portfolio is a collection of bond or RLRA/PBV financed properties distributed throughout Washington County. Most of the units are restricted at 60% AMI at admission, but the current rents are below that rate.  Over the next two years, HAWC expects that all rent levels will be brought up to 60% AMI through reasonable yearly rent increase and immediate rent changes at unit turn-over. The buildings were built between the 1960s and 1990. HAWC will also be looking at a long-term asset management plan to preserve this affordable portfolio for the County.  This could involve re-positioning some of the assets into tax credit properties for the purposes of leveraging capital investments.Contractor must be a certified management agent per HUD, Oregon Housing and Community Services, and Rural Development . The managing agent must have experience in LIHTC, HUD, Rural Development, and PSH.
