The City of Pasadena Department of Water and Power (PWP) is soliciting proposals from qualified consulting firms to provide program and project management services in support of the development and implementation of local solar and storage resources throughout the City of Pasadena.These efforts are central to achieving 100% carbon-free electricity by the end of 2030, as directed by City Council Resolution 9977. PWP seeks a partner with extensive experience in renewable energy deployment, program design, power contracting, and workforce development to help establish a sustainable and scalable local clean energy program that maintains reliability, affordability, and rate equity for all customers.The selected consultant will act as an extension of City staff to plan, manage, and execute projects under this new initiative, and to build internal capacity for long-term program delivery.The expected outcomes are:A fully operational local solar and storage program ready for long-term expansion;Trained and capable PWP staff able to manage renewable projects independently;Measurable financial and ratepayer benefits demonstrated through transparent reporting; andPublic and stakeholder engagement that builds community confidence in Pasadena’s 100% carbon-free transition.
