The City owns and operates water and wastewater treatment, collection and distribution facilities which have been in service since the 1970’s. The critical components of these facilities are served by Florida Power and Light through critical electrical infrastructure which is aging.Similar to other infrastructure rehabilitation and replacement projects, the electrical systems at these facilities need to be evaluated and projects must be determined and funded to maintain their serviceability. Due to the age of some of the electrical equipment, there are growing concerns that their useful life have been reached or is imminent. Failure of electrical infrastructure may mean interruption of water treatment, distribution and disposal to the Citizens as well as regulatory ramifications.It is expected that projects of this nature will have a construction cost greater than $325,000 each. Therefore, in accordance with the Consultants Competitive Negotiations Act (CCNA), the previous pool of electrical engineers may not be utilized.Projects of this nature are also expected to have a construction cost below the current threshold for Continuing Contracts as defined in the CCNA statute, which is $7,725,000 and subject to CPI adjustment over time. In addition, due to the nature of this work, consistency is desired by the City in the design and implementation of electrical improvements.
