Port of Benicia Facilities and Infrastructure Modernization

Description

The City of Benicia applied for, and was awarded a grant for the Port of Benicia Facilities and Infrastructure Modernization Plan from the Metropolitan Transportation Commission (MTC) and the Association of Bay Area Governments (ABAG) in the amount of $750,000. The City is seeking to identify a team of consultants with expertise in planning, engineering and port operations who can implement the scope of the grant agreement, oversee and abide by all State of California procurement and contracting regulations, with a not-to-exceed budget of $750,000. The budget was approved by the grantor, ABAG-MTC. It is possible to amend the agreement to refine the budget associated with each deliverable, but the not-to-exceed amount remains at $750,000.The City of Benicia applied for this grant because the Port of Benicia is reaching its useful life suffering from corrosion and risk of chronic flooding by mid-century and permanent inundation by 2100. If nothing is done, new infrastructure planned and installed, the port will not be able to extend its useful life to new demands of marine vessels and cargo which lead to increased production and jobs. The proposed project is to prepare a Port of Benicia Facilities and Infrastructure Modernization Plan with key deliverable assessment and planning documents for the Planning Commission and City Council to adopt and use as a roadmap for infrastructure improvements, investments and modernization which will revitalize the Port as part of the City's Priority Production Area.
