STATEMENT OF PURPOSEThe City of West Sacramento is issuing this Request for Proposals (“RFP”) for Police Data Transparency Portal Services to obtain a vendor that provides, develops, and maintains an online data product that stores and hosts neutral party validated police information. The overall objectives for this project are the following: (1) provide the people of West Sacramento with greater access to robust information on the Police Department in a more transparent, user-friendly, co-created and engaging manner, and (2) generate efficiencies and streamline the Police Department’s internal operations by optimizing data preparation, transfer, storage, analysis, reporting, and uploading processes. Each qualified Proposer is to submit a proposal in conformity with the terms of this Request for Proposal ("RFP") by the deadline below ("Proposal"). The Proposer selected by the City pursuant to the terms of this RFP and the City's contracting procedures, if any is selected, is referred to herein as "Contractor." SYNONYMOUS TERMSAs used throughout this bid and its attachments, the following terms are synonymous: a.
