CITY OF MIDDLETOWN             INVITATION TO SUBMIT A PROPOSAL Proposals shall be submitted through ProposalTech, www.proposaltech.com and shall be received until Tuesday, September 1, 2026 by 5:00 p.m.  for the following: RFP #2026-018PHARMACY BENEFITS MANAGERFOR THE CITY OF MIDDLETOWN The City of Middletown desires to retain the services of a quality oriented carrier to administer the current medical plan designs on a self-insured basis.  It is the intent of the City to initially enter into a contract with the successful Respondent for a thirty-three month period beginning April 1, 2027 through December 31. 2029. Proposal documents, attachments and all information may be obtained and downloaded through ProposalTech www.proposaltech.com. All Respondents must submit a completed Intent to Bid form by Friday, August 7, 2026 by 5:00 PM.  All Respondents must also submit a Deviations form with their proposal response.   These forms can be found in the Detailed Scope of Work section of the proposal document. Go to http://www.proposaltech.com/home/app.php/register. Enter your email address into the field provided. No registration code is necessary. Click “Begin Registration.” If you already have an account with Proposal Tech it will be listed on the registration page, if you do not, you will be asked to provide company information. Once your account has been confirmed, check the appropriate box for the RFP you’re registering for and click the “Register” button. An invitation will be mailed to you within fifteen minutes. All questions concerning this proposal should also be submitted directly through ProposalTech. www.proposaltech.com.   Deadline for submission to questions is Monday, August 10, 2026 by 5:00 pm (EST). The City of Middletown reserves the right to waive any defect or any irregularity in any proposal and reserves the right to reject any or all proposals or any part thereof.   Proposals, amendments to proposals or withdrawals of proposals received after the time set for the receipt of proposals will not be considered.
