Description

The City of Manhattan Beach (City) is soliciting proposals for PAY BY PLATE PAY STATIONS AND A MOBILE PARKING PAYMENT SYSTEM. Proposing Contractors (Contractor) may submit a proposal for one or both systems described in this Request for Proposal (RFP), including both Pay-by-Plate Pay Stations and a Mobile Parking Payment System. The City is seeking the best solution for each system individually.   Identifying the solution(s) that meet the City’s requirements will depend on the solution’s ability to serve the needs of the City now and in the future.Contractors identified for shortlist interviews for pay-by-plate pay stations will be required to participate in an open house, where the equipment and/or mobile parking payment platform will be displayed and operated, allowing the public to complete test transactions. More information on this open house will be provided to the shortlisted contractors no later than 60 days after proposals have been received.The City expects the selected Contractor, if any, to assist the City in finalizing the location of each pay station and related signs to be installed. As of the release of this RFP, the estimated number of pay stations is approximately 130 units to serve approximately 1,795  parking spaces in both on and off-street configurations.The City expects the selected Contractor, if any, to provide the necessary hardware, software, and all related services described in this RFP and to respond to the attached Technical Compliance Matrix (TCM). The TCM is the detailed specification, and for each listed item, the Contractor shall indicate whether their system meets the requirement immediately, requires configuration/custom programming, will meet the requirement in a future release, or does not meet the requirement for each item.
