REQUEST FOR PROPOSALS - CITY OF FOREST GROVE, PARKS & RECREATIONFOREST GROVE, OREGONPARKS, RECREATION, OPEN SPACE & TRAILS (PROST!) MASTER PLAN Proposals will be received electronically via the City's e-Procurement Portal ("Portal") until the BID CLOSING time, 4:00 p.m. local time on April 24, 2026. Proposals received after the above-stated time will not be accepted. Proposals submitted in any other format other than the Portal such as hand delivered, mailed, via facsimile or emailed bids will not be accepted.Project Description:The City is seeking proposals from qualified consultants to prepare a Parks, Recreation, Open Space, and Trails Master Plan that will guide system-wide planning for the next ten (10) years. The consultant will work with City staff, the Parks and Recreation Commission, and key stakeholders to evaluate existing conditions, identify community needs, and develop goals, policies, and prioritized strategies. The final Master Plan will be subject to review and approval by the Parks and Recreation Commission and City Council. Proposals must contain:Introductory Letter (Two (2) Pages Maximum)Proposer Profile and References (Five (5) Pages Maximum)Proposer’s Services (Fifteen (15) Pages Maximum)Declaration of Independent Contractor StatusAcknowledgement of AddendaBid Documents:Proposal documents are available on March 11, 2026 from City's e-Procurement Portal ("Portal"): https://procurement.opengov.com/portal/forestgrove-or.
