The Santa Cruz Water Department (SCWD) is soliciting proposals from qualified firms to provide labor compliance monitoring services for selected projects within its Capital Investment Program (CIP). SCWD typically uses labor compliance services for CIP projects funded through State and Federal grants and loans. SCWD is initiating this solicitation; however, the resulting agreement could include CIP projects completed by Economic Development and Housing, Parks and Recreation, and Public Works. These projects will be of varying contract size and levels of complexity and may include multiple funding sources.The selected Consultant shall be responsible for performing agency functions regarding labor compliance and conformance to the California Prevailing Wage laws, the Davis-Bacon Act, and tracking good faith efforts for the City’s Local Hiring ordinance. These tasks include, but are not limited to, verification of proper workforce classifications, verification of payment of prevailing wages by Contractor and subcontractors, verification of proper submittal of certified payroll reporting, on-site interviews, apprentice ratio utilization reporting, monitoring apprenticeships, and collecting the City’s Local Hire Residency Compliance Form. All applicants must provide thorough and comprehensive responses that clearly demonstrate their team’s approach and consistency with the standards outlined in Section 2.8 Firm Qualifications, Expertise, and Experience of the RFP document.
