Of Work for Energy Service

BACKGROUND Under the Section 31‐7‐14 of the Mississippi Code of 1972, Hinds County Board of Supervisors has selected to look into incorporating energy saving components or energy performance throughout Hinds County. Hinds County Board of Supervisors has entered into a project development agreement with an Energy Service Company to provide for the development of Facility Improvement Measures, and the evaluation of the County’s lighting, HVAC systems, energy management control systems, water conservation system, building envelop, and waste management system. The Energy Service Company has also proposed to provide a scope of work, cost and savings for each facility improvement measures as well as provide self‐ funding business case analysis for facility improvement measures. Hinds County Board of Supervisors is seeking the services of licensed Professional Electrical Engineer apart from the Energy Service Company to serve as technical advisor to the Hinds County Board of Supervisors or its designee for the implementation of a broad range of services and capital improvement measures under the Energy Development Agreement with an Energy Service Company. SCOPE OF WORK Monitor the Project Development Agreement scope of work and provide analysis of Energy Service Company performance in complying with Project Development Agreement and the capability of Energy Service Company measures and evaluation strategy to produce beneficial annual savings to the County. Assess measure utilized by the Energy Service Company to evaluate the County’s lighting, HVAC systems, energy management control systems, water conservation system, building envelop, waste management system and other agreed upon issues, and provide a self‐funding business case analysis proposed facility improvement measures. Analyze the Energy Service Company data collection measures and results for efficiency and adequacy. Report monitoring and assessment results and findings of the energy Service Company to Board of Supervisors or its designee. Report the status of the Project Energy Development Agreement conformative or non‐conformative to Board of Supervisors or its designee.
