Washington County’s Department of Housing Services is seeking applications from qualified Proposal Teams to develop and operate new transitional housing for households with mental health, substance use or co-occurring conditions who face significant barriers to accessing and retaining permanent housing. This Notice of Funding Opportunity (NOFO) offers up to $30,000,000 in capital funding from the Metro Supportive Housing Services Funds for the acquisition, rehabilitation, conversion and/or construction of transitional housing units for individuals and/or families. Additional funding may be directed to this NOFO at the discretion of the County. The County anticipates Proposal Teams of one or more organizations that consist of expertise in the following areas: Capital Project Management and/or Real Estate Development, Building Operations and Asset Management, and Service Provision. Proposals will be evaluated based on the feasibility of the development project, the experience and capacity of the Proposal Team and the proposed project's overall contribution to addressing system needs and gaps . At a later date and separate from this offering, the successful Proposal Team(s) will be eligible to enter into contract negotiations with the County for funding to support ongoing operations and supportive services for the funded units.
