The cities of Oceanside, San Marcos, and Vista (Collectively “Collaborative Partners”) are jointly soliciting proposals from qualified organizations for the development, implementation, and administration of a Fair Housing Program (hereafter “Program”). The Program shall include a Fair Housing educational element, a Fair Housing outreach element, a Fair Housing testing component, and a Fair Housing referral element. The program will be funded through U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) funds and is required to be operated in compliance with all pertinent federal regulations including but not limited to 24 CFR Part 570 and 2 CFR Part 200.The primary intent of this Request for Proposals (RFP) is to select and contract with a qualified organization to affirmatively further fair housing efforts by promoting fair and equal housing opportunities. This coordinated RFP provides a streamlined process for the Collaborative Partners to review applications and award funding to the organization that best satisfies the conditions of this RFP. This RFP is being issued by the City of Vista who is serving as the lead entity to the Collaborative Partners. Each Collaborative Partner will determine which organization is the most qualified according to the evaluation criteria of the RFP. Each Collaborative Partner will award a separate contract to the organization that it has determined to be the most qualified.
