2027 Non-Medical In-Home Care Services Program RFP Questions & Answers Last updated 09/28/26 1. If the successful offeror is also an established non-medical home care provider, is the organization permitted to provide direct personal care services to program participants in addition to administering the program, provided the organization meets all applicable requirements and receives approval from the Board? Or does the County require the Administrator and the agencies providing direct personal care services to be separate entities? The County does not require the Program Administrator and the non-medical home care providers to be separate entities. An organization that is both an Administrator and an established non-medical home care provider may deliver direct personal care services as long as it meets all RFP requirements and follows the required procurement and oversight processes. 2. We will be submitting under a private, for-profit entity and therefore do not have the nonprofit IRS Form 990 referenced in the RFP. Could you please clarify what financial statements or documentation the County would like us to provide to demonstrate fiscal solvency? Would controller-prepared financial statements be acceptable, or does the County require statements compiled, reviewed, or audited by an outside CPA? Two years of controller-prepared financial statements would be acceptable.
