Noise Ordinance and General Plan Noise Element Consulting Services

Description

The City of Pasadena’s (the City’s) Planning and Community Development Department is seeking a qualified noise/ acoustic consultant to update and enhance its existing General Plan Noise Element and related Noise Ordinance. The Noise Element update shall include updating the citywide noise contour map, develop noise standards by zoning district and/or land use category and standards for managing noise in a variety of districts, including standardized mitigation measures, significance thresholds and/or construction noise and best management standards for construction noise. The purpose of the Ordinance update is to establish exterior noise standards by zoning district and/or land use category and also develop clearly defined standards for how noise is measured and what constitutes a violation. The revised Ordinance should include specific and measurable regulations, by zoning district and/or land use, that are measurable and enforceable.The project aims to quantify noise regulations and standards while meeting residents’ needs, preserving the qualify of life and allowing for individuals to engage in expressive activities in public spaces while preserving public peace and safety.
