Quinlan ISD REQUEST FOR QUALIFICATIONS FOR DESIGN-BUILD SERVICES 2023 Bond Program Projects Page 1 of 29 In accordance with Texas Government Code 2269, this REQUEST FOR QUALIFICATIONS (“RFQ”) invites the submittal of a Statement of Qualifications (“SOQ”) via a One-Step Method from firms interested in providing Design-Build services for the Project described below. By submitting an SOQ, the Offeror represents that it has carefully read the terms and conditions of this RFQ and any attachments and addenda and agrees to be bound by them. This RFQ is not an offer to enter into a contract, but merely a solicitation of qualified firms interested in submitting a SOQ to the Owner for the Project. OWNER: Quinlan ISD 401 E Richmond Avenue Quinlan, Texas 75474 PROJECT: 2023 Design Build Projects OWNER CONTACT PERSON: Offerors shall submit the SOQ to: Jeff Irvin Quinlan ISD Superintendent jeff.irvin@quinlanisd.net SOQ DUE DATE AND TIME: Offeror’s SOQ shall be submitted no later than: February 5th, 2026 2:00pm CST Page 2 of 29 SECTION 1: PROJECT SCOPE AND INFORMATION 1.1 General Quinlan Independent School District (ISD) is inviting proposals from qualified Design-Build firms to undertake a significant project. This project will include but are not limited to the addition of a CTE building for the Quinlan Ford High School. We encourage firms with proven expertise in delivering high-quality, comprehensive design and construction solutions to submit their proposals 1.2 Project Objectives and Scope The primary objective of this project is to design a flexible and functional space for multiple curriculums to serve the students in Quinlan ISD’s CTE Program. By hiring a qualified Design-Build firm, Quinlan ISD seeks efficient, high-quality construction that meets district needs and deadlines. 1.3 Design Criteria Package See Attachment A 1.4 Estimated Budget The estimated budget for the Scope of Work referenced in Section 2.2 and as further set forth in Attachment A is currently estimated at $12,000,000.00. 1.5 Project Procurement Schedule The following is the Project Procurement Schedule. The Owner reserves the right to modify the Project Procurement Schedule via Addenda issued prior to the date set forth below.
