The Monterey Peninsula Regional Park District (District) is seeking proposals from qualified municipal financial advisory firms to assist the District with evaluating financing options for capital improvement projects, debt management, long-term strategic financial planning, and alternative financing instruments. The District is currently exploring financing options for several capital projects involving the Palo Corona Regional Park - Rancho Canada Unit to accommodate District operations and support systems for the safety and enjoyment of the public's use of the park and open space. The successful firm will assist the District in evaluating and pursuing various financing options including lease/lease back financing. Depending on project phasing, there are 4 (four) to 6 (six) projects in the design schematic phase with ROM estimated costs between $1.4m to $6.9m. The District seeks advice as to the most appropriate approach to financing this infrastructure work. It is essential that the District's debt profile is consistent with the District's planning goals and objectives and capital improvement program or budget.Firms must be experienced in the general and technical aspects of special district financing. Responses to the RFP must be submitted in accordance with the terms and conditions contained in the RFP document. It is the desire of the District to select a firm that can meet or exceed the requirements set forth by the District and will provide the highest quality, comprehensive financial advisory services at a competitive fee.
