CITY OF WEST COLUMBIA WEST COLUMBIA, SOUTH CAROLINA MILL VILLAGE IMPROVEMENTS PROJECT ADVERTISEMENT FOR BIDS Sealed Bids for the construction of the Mill Village Improvements Project will be received, by the City of West Columbia, in the New Brookland room of 200 N. 12th Street, West Columbia, SC, until 2:00 pm local time on Thursday, October 30, 2025 at which time the Bids received will publically opened and read. The Project consists of approximately 13,875 linear feet waterline improvements, approximately 12,750 linear feet of roadway improvements, and approximately 4,750 linear feet of stormwater improvements. This project is being funded in whole or in part by the South Carolina Infrastructure Investment Program (SCIIP), which is administered by the South Carolina Rural Infrastructure Authority (RIA, the ARPA-funded Stormwater Infrastructure Program (ASIP), which is administered by the South Carolina Office of Resilience (SCOR)and funded by federal State and Local Fiscal Recovery Funds (SLFRF) through the American Rescue Plan Act (ARPA). All federal SLFRF requirements and SCIIP/ASIP requirements will apply to the contract. All contractors and subcontractors are required to be registered in the federal System for Award Management (SAM) and may not be debarred from doing business with the federal government at the time of bidding and throughout the project. Documentation of this must be provided with bids. Respondents on this work will be required to comply with all applicable federal regulations, including those listed in SCIIP Project Management Procedures outlined on pages 37-46 and can be found here: SCIIP_PMP_Jan_2025.pdf Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis. A non-mandatory pre-bid conference will be held on Tuesday, October 14, 2025 at 10:00 am in at the offices of Mead & Hunt, Inc. at 878 S. Lake Drive, Lexington. Representatives of the Owner and Engineer will be present to discuss the Project. Bidders are encouraged to attend and participate in the conference. Engineer will transmit to all prospective Bidders of record such Addenda as Engineer considers necessary in response to questions arising at the conference. Oral statements may not be relied upon and will not be binding or legally effective. Bid security shall be furnished in accordance with the Instructions to Bidders.
