Pasadena Water and Power “PWP,” a Department of the City of Pasadena ("City") invites Qualified Respondents (hereinafter referred to interchangeably as "Qualified Respondent(s), " "Respondent(s)," "Consultant," and "Project Developer") to offer proposals for a minimum fifteen (15) year Energy Storage Agreement (ESA) for engineering and design, materials furnishing, project development, permitting, construction support, commissioning and start-up support, and maintenance and operations of a Long Duration Energy Storage ("LDES") system (10 hours or longer) using Redox-Flow Battery ("RFB") technology to be used for a small demonstration project of approximately 100kW to 500 kW. Proposals are welcome for all chemistry types of the RFB technology that meet the minimum requirements specified in the Scope of Work (“SOW”) section of this RFP (Section 3).The proposed solution resulting from this Request for Proposals ("RFP") process is intended for a demonstration project that meets the requirements of Department of Energy ("DOE") grant funding opportunity DE-FOA-0003399 for Energy Storage Pilot Demonstrations. The Qualified Respondent selected through this process shall collaborate with PWP by providing technical information that will be used in the grant application with the understanding that continuation of the project may be contingent upon a successful award. If not awarded, the project may potentially be canceled with no financial obligation by the City to the Qualified Respondent for any information provided.
